Senior Program Manager – Cloud Transformation & Azure Migration

Our client, a leading organization in the public social security sector, is embarking on a multi-year transformation program to modernize their IT landscape. They are seeking a Senior Program Manager to take end-to-end responsibility for steering the cloud transition, connecting business objectives with IT execution in a complex, bilingual environment.

• Lead the end-to-end delivery of the cloud transformation program, managing scope, planning, and multi-million euro budgets.
• Steer multidisciplinary teams including internal staff and external vendors across parallel workstreams such as infrastructure, databases, and security.
• Manage senior stakeholders at board and management levels through clear reporting, decision-making dossiers, and steering committee escalations.
• Establish program governance aligned with Agile methodologies, risk management, and procurement processes.
• Ensure technical coherence of the target architecture by validating cloud landing zones and database migration strategies.
• Drive change management and reskilling initiatives to ensure smooth operational transitions for internal teams.

• You have 10+ years of experience in program and project management within complex IT environments using PRINCE2, MSP, or equivalent methodologies.
• You bring 8+ years of experience leading infrastructure modernization or cloud transformation programs.
• You possess 5+ years of experience with Microsoft Azure, including landing zones, IaaS, PaaS, and governance.
• You have experience managing on-premises to Azure migration strategies such as lift & shift, refactor, and rebuild.
• You have knowledge of Oracle database migrations to PostgreSQL and Azure SQL Database environments.
• You're familiar with Agile or SAFe frameworks and DevOps practices like CI/CD and Infrastructure as Code.
• You possess experience in ITIL-based service management and vendor management with hyperscalers.
• You bring awareness of cloud security and compliance standards including GDPR, NIS2, and data sovereignty.
• You have a Master’s or Bachelor’s degree in Computer Science, Business Engineering, or a related field.
• You are native or equivalent in Dutch or French with functional knowledge of the second national language and active knowledge of English.

Nice to Haves

• Experience with federal partners or hyperscaler-specific contract negotiations.
• Willingness to obtain additional certifications in Azure Architecture.
