Senior Business & Functional Analyst – Data Platform & Requirements Engineering

Our client, a major federal public organization, is seeking a senior professional to lead the modernization of its legal and regulatory knowledge infrastructure. The role involves bridging the gap between business needs and technical implementation for a large-scale, data-governed multilingual platform.

• Facilitate workshops with content managers, business experts, and key users to capture complex requirements.
• Map business processes including drafting, translation, validation, and publication workflows.
• Define user personas and journeys for internal employees, external professionals, and API partners.
• Manage and refine the product backlog using MoSCoW prioritization within an Agile framework.
• Specify document classification models and publication rules to ensure robust data governance.
• Validate functional increments and coordinate user acceptance testing (UAT) to ensure solution quality.

• 8+ years of experience in Business & Functional Analysis within complex IT and data environments.
• 8+ years of experience with Agile methodologies, including managing backlogs, epics, and user stories.
• 8+ years of experience in Requirements Engineering using frameworks such as Volère or Robertson.
• 8+ years of experience in process and information modeling using BPMN and UML.
• 3+ years of experience performing data analysis and hypothesis testing using SQL.
• You possess a proactive and result-oriented mindset with strong attention to both the big picture and data details.
• You are native in Dutch with good knowledge of French and English.

Nice to Haves

• Experience with Data Governance and Data Modeling.
• Knowledge of API programs and integration patterns such as event-driven or pub/sub.
• Familiarity with architecture notations like Archimate or TOGAF.
• Experience with data visualization and analysis using Power BI or Python.
• Previous experience working within the public sector or large-scale organizations.
