Expert Upskilling – Learning & Strategic Workforce Planning

Our client, a leading organization in the telecommunications sector, is looking for an Expert Upskilling specialist to bridge the gap between strategic workforce planning and capability building. This role focuses on orchestrating transversal learning priorities to ensure the organization remains future-ready through aligned and actionable development plans.

• Orchestrate the translation of strategic workforce planning priorities into actionable learning plans across multiple departments.
• Identify synergies and transversal upskilling opportunities by reviewing learning plans across various domains.
• Analyze capability gaps across teams and functions to propose targeted learning solutions, including digital and blended tracks.
• Manage relationships with external vendors to ensure high-quality learning solutions that align with strategic talent priorities.
• Partner with HR operations to execute the operational setup, administration, and reporting of training trajectories.
• Monitor the upskilling budget by tracking commitments and actuals to ensure efficient resource allocation.

• 8+ years of experience in Learning & Development and Strategic Workforce Planning.
• Expertise in Learning Solution Design, including e-learning, blended tracks, and needs analysis.
• Proven experience in Vendor Management and the selection of learning platforms and formats.
• Advanced knowledge of Office 365 and digital Learning Management Systems (LMS).
• Strong Financial Acumen regarding budget follow-up and management reporting.
• You possess excellent stakeholder management skills and the ability to influence across complex organizational structures.
• You have strong analytical skills and the ability to synthesize complex information for senior leadership.
• You are fluent in English with active knowledge of French or Dutch.
