Expert Change Manager – Digital Transformation & Adoption

Our client, a leading organization in the public safety sector, is looking for a Change Manager to guide the preparation, rollout, and adoption of a new dossier management system. The project involves translating a complex digital transition into a manageable and workable adoption trajectory for a diverse user base.

• Translate the project methodology into a concrete change and adoption plan for the user organization.
• Conduct thorough impact analyses on processes, roles, and operational workflows to ensure continuity of service.
• Develop practical work instructions, supporting materials, and feedback mechanisms for end-users.
• Facilitate the transition for core users, process owners, and management through structured communication and training.
• Coordinate with training and communication officers to align the change trajectory with organizational needs.
• Monitor and manage the adoption process to ensure the structural anchoring of new working methods.

• You have 10+ years of experience in Change Management and Business Change Management within digital transformation or implementation projects.
• You bring 10+ years of experience in User Adoption, Stakeholder Management, Communication Planning, and Change Impact Analysis.
• You possess extensive experience guiding end-users and management through organizational transitions where service continuity is critical.
• You have proven experience with Incident and Change Management and implementing new application systems in operational environments.
• You bring the ability to translate complex project information into practical support materials and work instructions.
• You possess a Bachelor's or Master's degree in a relevant field.
• You are fluent in Dutch at a C2 level.

Nice to Haves

• Experience with ADKAR Prosci methodology.
• Knowledge of Jira, Confluence, and Azure DevOps.
• Previous experience within the public sector or a judicial context.
• Experience in Asset Management.
• Active professional knowledge of English and French.
