Expert Project Manager – Public Sector Digital Transformation

Our client, a leading organization in the public sector, is seeking an expert project manager to lead the implementation of a new digital administrative sanctioning system. This role involves overseeing the project from strategic vision through to technical implementation while ensuring compliance with legal requirements and organizational standards.

• Develop and maintain a comprehensive project plan including clear objectives, milestones, and deadlines.
• Coordinate a diverse range of internal and external stakeholders across legal, police, and financial departments.
• Monitor budget, planning, and quality standards to ensure the project meets its strategic goals.
• Report progress and outcomes to executive leadership and administrative boards.
• Perform detailed risk analyses and implement corrective measures to ensure project continuity.
• Manage transparent communication and reporting structures for all project participants.

• 10+ years of experience in project management.
• 10+ years of experience in financial management, budget monitoring, and variance detection.
• 10+ years of experience in planning, organization, and resource allocation.
• 8+ years of experience leading infrastructure or software development projects.
• 8+ years of experience in risk management, including identification and mitigation.
• 8+ years of experience in stakeholder analysis and coordination.
• 5+ years of experience in leadership and team coordination.
• You have expert knowledge of Prince2 or PMBok methodologies.
• You possess a Master’s degree or equivalent professional experience.
• You are proactive and have strong communication skills.
• You are fluent in Dutch with a C2 level of proficiency.

Nice to Haves

• 5+ years of experience with complex transformation or implementation projects.
• Experience with Business Analysis.
• Background in change management projects within government or IT environments.
• Experience working within city or local government authorities.
• Knowledge of ITIL, MS Project, and MS Office.
