Target Operating Model Lead – Organizational ICT Transformation

Our client, a prominent organization in the public sector, is seeking a high-level specialist to design a future-oriented organizational model. The project involves ensuring that organizational transformation aligns seamlessly with the existing enterprise and ICT architecture.

• Complete and validate organizational analyses including governance, information, and ICT dependencies.
• Map overlapping mandates and bottlenecks impacting processes, data, applications, and digital services.
• Develop and compare target operating model scenarios with comprehensive impact assessments across business capabilities.
• Facilitate strategic workshops with executive leadership to drive consensus and informed decision-making.
• Design the target organizational structure including clear governance principles and decision rights.
• Align the target organization with architectural principles and the digital transformation roadmap.
• Translate chosen structures into an integrated implementation roadmap covering change management and risk planning.

• You have 8+ years of experience as an Enterprise Architect, Business Architect, or ICT Transformation Architect.
• You bring 8+ years of expertise in Target Operating Model (TOM) design, Organization Design, and Capability Mapping.
• You possess 8+ years of experience developing Transformation Roadmaps and implementation plans for large-scale organizations.
• You have 8+ years of experience performing impact analyses across Processes, Information, Applications, and Technology.
• You're an expert in ICT Governance and Architecture Governance principles.
• You possess a proven track record in Change Management and Stakeholder Management within complex environments of over 1,000 employees.
• You have extensive experience advising executive management teams on strategic organizational and ICT challenges.
• You're able to engage in technical dialogue with Data, Security, and Infrastructure Architects.
• You have a high-level vision and proposed approach for organizational transformation ready to present via a slidedeck.
• You have active knowledge of Dutch, French, and English.

Nice to Haves

• Experience within the public sector or Social Security domain.
• Professional certification in TOGAF or an equivalent architecture framework.
• Certification in Change Management or Project Management methodologies.
