Our client, a leading organization in the public sector, is undergoing a large-scale digital transformation to modernize operational processes and infrastructure. The role involves taking control of complex IT programs, restoring robust governance, and securing the delivery of strategic initiatives in a multidisciplinary environment.

Responsibilities

  • Define and drive the global program roadmap in alignment with strategic priorities and organizational objectives.
  • Perform deep-dive diagnostics of existing programs to identify bottlenecks and implement pragmatic remediation plans.
  • Establish robust governance frameworks including steering committees, reporting structures, and performance KPIs.
  • Manage high-stakes program recovery by prioritizing critical actions and realigning stakeholders during periods of crisis.
  • Coordinate multidisciplinary teams across technical, business, organizational, and contractual dimensions.
  • Supervise vendor relationships within a public procurement framework to ensure compliance with quality and delivery standards.
  • Oversee financial health and risk management for the portfolio, including budget tracking and resource optimization.

Requirements

  • You have 8+ years of experience in Program Management with a focus on large-scale digital transformations.
  • You possess 8+ years of expertise navigating complex IT environments involving architecture, system integration, and data management.
  • You bring 8+ years of experience working within the public sector and managing its specific regulatory requirements.
  • You have 8+ years of experience in cross-functional leadership, multidisciplinary coordination, and change management.
  • You're experienced with 3+ years in the implementation of CRM or ERP solutions for large user bases.
  • You possess a proven track record in program recovery and crisis management for failing or unstructured projects.
  • You have a solid understanding of public procurement laws and managing external service providers.
  • You're proficient in risk management and financial steering for high-budget IT programs.
  • You are fluent in Dutch and French with passive knowledge of English.

Nice to Haves

  • Certification in MSP, PgMP, or equivalent program management frameworks.
  • Certification in Prince2 methodology.
  • Certification as a Scrum Product Owner.
  • Willingness to obtain specific security clearances if required.

  • Duration: 4 months (extension possible)

  • Location: Brussels
  • Working model: Hybrid (minimum 2 days per week onsite)
  • Contract: open to both permanent employees and freelancers
