Senior Contract Manager – IT Software & Public Procurement

Our client, a leading organization in the transportation sector, is seeking an expert to manage strategic IT procurement and optimize high-stakes contracts. This role focuses on the end-to-end acquisition of software and IT services within a complex and mission-critical operational environment.

• Lead end-to-end complex IT procurement files and define acquisition strategies aligned with the digital roadmap.
• Coordinate complex public procurement procedures for goods and services, including evaluation governance and contract negotiations.
• Oversee the drafting of technical specifications and procurement documents in close collaboration with internal stakeholders.
• Ensure comprehensive governance of strategic IT contracts in multi-vendor environments, focusing on performance monitoring through SLAs and KPIs.
• Manage relationships with strategic suppliers, including handling escalations and conducting negotiations at the C-level.
• Identify and mitigate contract, financial, and regulatory risks while driving cost optimization and value creation.

• You have 10+ years of experience as a sourcing or contract manager specifically within IT Software projects.
• You bring 2+ years of experience in Public Sector Procurement for software or IT services.
• You possess deep expertise in the RFP lifecycle and complex procurement processes.
• You're experienced in drafting technical specifications, RFPs, and high-quality procurement documentation.
• You have a proven track record in project coordination, stakeholder management, and performance tracking using SLAs and KPIs.
• You're proactive and solution-oriented with a professional approach to risk management.
• You are fluent in English with C1 level in Dutch or French and at least B2 level in the third language.
