Functional Analyst – Public Procurement & Product Selection

Our client, a major organization in the education sector, is seeking a professional to define specifications for a business-critical application within a public tender framework. The project involves designing a new platform that integrates with existing systems and requires a strategic approach to product selection and stakeholder management.

• Lead stakeholder discussions to identify requirements and facilitate rapid decision-making regarding application options.
• Design technical and functional specifications for business-critical applications within a public procurement context.
• Analyze and map integration requirements across multiple systems, including external third-party platforms.
• Develop comprehensive RFI and RFP documentation alongside detailed business cases.
• Create User Stories and corresponding test scripts to guide the development and implementation phases.
• Organize and moderate workshops and interviews with diverse stakeholders to capture requirements.
• Detail existing and new functionalities to create a clear overview for market-facing documentation.

• You have 5+ years of experience as a functional analyst working on large, business-critical applications.
• You bring 5+ years of experience in drafting RFI and RFP documents and developing Business Cases.
• You possess 5+ years of experience creating User Stories and associated test scripts.
• You have 5+ years of experience supporting objective product selection and make-or-buy decision-making processes.
• You bring experience with requirement analysis and design concepts for OO, multi-tier web, and UML environments.
• You possess knowledge and experience with data and process modeling techniques and relevant tools.
• You have 3+ years of experience organizing and conducting stakeholder workshops and interviews.
• You bring experience working within complex technical environments.
• You are fluent in Dutch at C2 level.

Nice to Haves

• 3+ years of project management experience in product implementations and software development cycles.
