Senior Program Manager – Digital Strategy & Governance

Our client, a major player in the infrastructure and transport sector, is looking for a professional to oversee the transversal management of digital programs. The role focuses on providing an integrated vision and aligned planning across multiple projects to maximize business value and minimize silos.

• Define the governance structure including committees, reporting frameworks, milestones, and dependency mapping.
• Establish and maintain the global program roadmap, including macro-planning and consolidated budgeting.
• Ensure continuous alignment between project delivery and the overarching strategic objectives.
• Monitor program-level risks, costs, and performance metrics to ensure financial control.
• Facilitate collaboration between business units and IT teams to support structured decision-making.
• Lead organizational change management and coordinate communication initiatives across the program.
• Optimize governance processes and document best practices and lessons learned for continuous improvement.

• You have 8+ years of experience in managing large-scale digital programs and complex governance structures.
• You bring 8+ years of expertise in budget management and macro-planning at the program level.
• You possess 3+ years of experience in transversal stakeholder management within multi-directional environments.
• You have 2+ years of experience consolidating different business models into a single digital solution.
• You're experienced in collaborating with specialized IT teams and defining a program vision.
• You're proactive, demonstrate a strong sense of responsibility, and are skilled in professional communication.
• You are fluent in Dutch or French at C2 level, with at least B1 level in the other national language and English.
