Our client, a leading public sector organization, is rebuilding a comprehensive multilingual legal and regulatory knowledge base platform. The role focuses on establishing the foundational data architecture and translating complex business requirements into specifications for an AI-assisted development pipeline.

Responsibilities

  • Lead workshops with content managers and subject matter experts to gather and prioritize requirements using the MoSCoW method.
  • Map current business processes including drafting, translation, validation, and publication workflows.
  • Manage and refine the product backlog by defining personas, user journeys, and technical classification models.
  • Draft intent-based specifications with clear acceptance criteria to drive AI-driven development.
  • Perform functional validation of increments and coordinate User Acceptance Testing.
  • Conduct data analysis using SQL to validate hypotheses and support architectural decisions.
  • Bridge the gap between business needs and IT execution within a phased project roadmap.

Requirements

  • You have 8+ years of experience in business and functional analysis within complex IT and data environments.
  • You possess expert knowledge of requirements engineering and drafting specifications using Volère, Robertson, or Gherkin.
  • You bring extensive experience with Agile methodologies, including epics, user stories, story maps, and backlog management.
  • You're proficient in process and information modeling using BPMN, UML, and conceptual data models.
  • You have a strong command of SQL and experience with Power BI or Python for data visualization.
  • You are proactive, results-oriented, and maintain a balance between high-level overviews and technical details.
  • You are fluent in Dutch with good knowledge of French and English.

Nice to Haves

  • Experience in data modeling, master data, or data governance frameworks.
  • Knowledge of API programs and integration patterns such as event-driven or pub/sub.
  • Familiarity with enterprise architecture notations like Archimate or TOGAF.
  • Experience with large-scale data migration projects and AS-IS/TO-BE mapping.
