Expert Program Manager – Digital Transformation & IT Recovery

Our client, a prominent organization in the public sector, is undertaking a large-scale digital transformation to modernize operational efficiency and citizen services. The project seeks a seasoned professional to restructure critical IT programs, establish robust governance frameworks, and steer complex initiatives toward successful delivery in a multifaceted environment.

• Define and manage the global program roadmap in alignment with strategic priorities and organizational goals.
• Conduct deep-dive diagnostics of existing programs to identify bottlenecks and implement pragmatic remediation plans.
• Lead the turnaround of high-stakes IT programs by prioritizing critical actions and securing essential deliverables.
• Establish clear governance structures, including steering committees, executive reporting, and performance KPIs.
• Coordinate cross-functional teams across IT, business, architecture, and security while managing complex interdependencies.
• Manage external vendors and integrators within a public procurement framework to ensure contractual compliance and quality.

• You have 8+ years of experience in program management with a focus on Digital Transformation and IT Recovery.
• You possess 8+ years of experience within the Public Sector, navigating complex organizational structures and public procurement.
• You bring 8+ years of experience managing Complex IT Environments involving architecture, data integration, and legacy systems.
• You have 8+ years of experience in Governance & Strategy, implementing KPIs, reporting frameworks, and steering committees.
• You have 8+ years of experience in Process Management and operational optimization.
• You bring 3+ years of experience in Program Turnaround or crisis management for failing IT initiatives.
• You possess 3+ years of experience implementing large-scale solutions such as ERP or CRM for high-volume user bases.
• You possess certifications in Prince2 and a program management framework such as MSP or PgMP.
• You’re a strong leader capable of transversal coordination and change management in multidisciplinary teams.
• You are native in French and Dutch with an active knowledge of English.

Nice to Haves

• Possession of a Scrum Product Owner certification.
• Experience with European funding or subsidies.
