Senior Strategic Demand Analyst – Digital Transformation & IT Portfolio

Our client, a leading organization in the public safety sector, is undergoing a large-scale digital and organizational transformation to modernize its operational processes. The role involves analyzing, structuring, and prioritizing IT demands within a Digital Transformation Office to align initiatives with strategic objectives. This position serves as a bridge between business units, IT, and support services to facilitate informed decision-making by governance boards.

• Analyze and clarify business requirements related to IT to ensure strategic alignment.
• Evaluate the feasibility, sustainability, and value-added potential of proposed technological initiatives.
• Develop detailed business cases covering costs, benefits, risks, and organizational impacts.
• Prioritize and group existing IT initiatives and portfolios to optimize investment and resource allocation.
• Prepare comprehensive decision dossiers for governance boards to support strategic choices.
• Collaborate with procurement, architecture, and finance teams to validate project information and compliance.
• Ensure transparency and consistency across the IT project lifecycle to improve decision-making quality.

• You bring 8+ years of expertise in Business Analysis and Functional Analysis.
• You possess 8+ years of experience in Business Architecture and Process Management & Optimisation.
• You have 8+ years in Financial Analysis, including cost-benefit analysis and business case development.
• You bring 8+ years of experience in IT Project Management and Agile methodologies.
• You possess 8+ years of experience in Process Automation and Change Management in Digital Transformation.
• You have 8+ years of experience using Power BI for strategic reporting.
• You have 3+ years of experience in Data Management and Compliance Standards related to IT and data.
• You bring 3+ years of experience focused on Customer Experience (UX/UI) within IT initiatives.
• You are proactive and solution-oriented with excellent conceptual reasoning and communication skills.
• You are fluent in French or Dutch with intermediate knowledge of the other national language and active knowledge of English.

• Experience navigating public procurement processes and regulatory frameworks.
