Strategic IT Buyer – Public Procurement (part-time)

Our client, a leading research and knowledge organization, is looking for a professional to manage complex procurement files. This role focuses on guiding public tender processes with a specific emphasis on information and communication technology.

• Draft specifications and tender documentation for complex public procurement procedures.
• Analyze supplier bids and prepare comprehensive evaluation reports and award proposals.
• Provide expert advice to internal users during both the awarding and execution phases of projects.
• Manage contractual and operational implementation challenges for diverse procurement files.
• Monitor and coordinate framework agreements specifically for ICT infrastructure.
• Organize quality evaluations and contribute to the optimization of procurement tools.
• Collaborate closely with legal and procurement teams to ensure regulatory compliance.

• 5+ years experience as a buyer specialized in public procurement.
• 5+ years experience with ICT purchasing and deep knowledge of the ICT market.
• Profound knowledge of Belgian public procurement legislation.
• Bachelor or Master degree in a relevant field.
• You possess experience in managing high-value procurement dossiers.
• You are fluent in Dutch (C2 level) with good knowledge of English.

Nice to Haves

• Experience working within a research or knowledge center.
• Proficiency in 3P procurement software.
• Good knowledge of French.

• Duration: Initial contract of 208 hours with potential for extension
