Expert IT Program Manager – Infrastructure & CIS Governance

Our client, a leading organization in the defense and security sector, is seeking an expert to lead the establishment of a specialized Program Management Office. This role focuses on coordinating internal IT service owners and guiding complex infrastructure-related programs to ensure successful delivery and strategic alignment.

• Lead the initial setup and operational management of a newly established Program Management Office.
• Coordinate internal IT service owners to ensure the alignment and implementation of large-scale infrastructure programs.
• Oversee program board governance and reporting to maintain transparency and strategic alignment.
• Manage the lifecycle of IT services, including products, contracts, processes, and support organizations.
• Develop directives, operating models, and work methods for newly implemented technical capabilities.
• Engage with senior stakeholders to manage expectations within complex and high-pressure environments.

• You have 8+ years of experience managing large-scale IT programs with budgets exceeding 50M EUR.
• You bring 8+ years of broad IT and cyber experience spanning infrastructure, applications, and security.
• You possess 8+ years of IT management experience within large organizations of over 10,000 employees.
• You have 8+ years of experience in military domain operations or within NATO environments.
• You bring 3+ years of experience in creating directives, operating models, and work methods for new IT capabilities.
• You possess 3+ years of experience in lifecycle management of IT services and program board governance.
• You have proven experience in a leadership role managing teams of at least 15 people.
• You possess a valid NS security clearance or are eligible to obtain one.
• You are a demonstrated leader capable of performing in complex, high-pressure environments.
• You have an active knowledge of Dutch, French, and English.
