Civil engineering stays civil engineering. It is the environment around it that asks something extra.
Far more has to be recorded and proven. That asks for a certain kind of person, with the patience to document as carefully as they build.
Building a cleanroom is its own discipline. Earlier cleanroom experience is often required for those projects.
Not every project sits in the regulated zone. A new hall outside it asks nothing extra, and purely civil work such as stairs or bridges asks no pharma background at all.

Usually not, and it depends on the project. A lot of this work is straightforward civil engineering, and experience from food or another industry counts fully.
Stricter regulation and much more documentation. The building is the same; the proof around it is not.
On cleanroom projects it is often required. Outside the regulated zone it makes no difference.
